I will be honest. Nobody at this stage (Other than Yan) seems Shady. Even Logan never really sold me as a bad guy.
I am just not buying the whole Bad guy stuff even from Pen. Even having finished the Current Content. It just doesn't make sense.
I mean not for the reasons that have been given to us.
See what I would have done is Sent them into Sandrock and had them build it up. Get it up and running again and then use it as a Central point for Duevos to invade FROM. You could have brought in the Army as Workers for Large projects like the road, Maybe opening an additional Salvage Company in the Eufola Outback, people planting Trees in the Desert.
THEN Muhahahahahaha, all the workers don their Uniforms and take over the Town. Just saying. I could have done it better.
I mean your airship needs to literally come in over at least 2 city states UNDETECTED, and we have an Air Vehicle go over Sandrock every day at 8am. I cannot buy that nobody is tracking Duvous Air Fortresses.
I definitely can't see Pen as a 'villain'. He's simply too ignorant. He'd be easily used and manipulated against others - in the same sense that Burgess could be.
As for Duevos, since Sandrock is Central to all other areas, I wouldn't use it as a secured location. Resources would be easy to cut off, it could be attacked from all sides, ect.
Honestly, I knew something was up with Pen, Miguel, and Yan straight away, but as things went on, Matilda seemed more and more suspicious... What really tipped me off was an oopsie Pathea made. They marked Matilda's house as the "School" on the map after the update in December, and it was that way until Knives out update. So I knew Matilda might be a possible traitor just due to that tiny mistake.. Why else would they replace her home? D:
That said, I do feel bad for Matilda, she did this to help better those in Duvos who suffer due to the extreme cold, including her son, but also, her emperor that she fights for, could also be lying to her and plans on making more war machines that would've destroyed all of the free alliance if they got a hold of it.... Plus she literally took over a whole town, she didn't try to kill anyone like Miguel and Pen did, but still.... War is not the answer, and as Mort said during the one cut-scene "Why not just open up trading routes with the free city?" And you see how she reacted when Logan demanded her to turn herself in, woman went crazy...... Honestly though the ending was pretty funny, and I have a feeling it won't be the end of her either... Crazies tend to live for a long time and she was pretty crazy by the end of the fight. I'm sure she'll be fine, wouldn't surprise me if she makes a reappearance in the final act, or a future game
EDIT: Airship could have gone around the cities to reach sandrock, or even past Ethea which I think is up north as well, so they could've easily gotten an air ship past all of them, plus they obviously have jamming devices in the story for the receiver, so maybe they jammed the radars of the free alliances temporarily so they wouldn't sense the air ships.
EDIT 2: https://static.wikia.nocookie.net/mytimeatportia/images/8/8d/My_Time_world_map.jpg/revision/latest/scale-to-width-down/1000?cb=20201030145842 So looking at this map, they could have launched an Airship from Baja and easily reach sandrock without any major alliance city noticing, they would just need to dodge smaller settlements that might dot the area.
First time I saw Miguel I noticed that his model wasn't as well crafted as the others, e.g. the emblem on his hat was a lot cruder than e.g. the details on Matilda's model. So I thought, ok someone was in a hurry and will have to update it. That hasn't happened. So someone probably thought, "ok that's one of the baddies, won't be on the screen too long so not going to be bothered too much about that model."
Miguel's personality isn't really designed to make the player like him either.
Matilda, it was always weird that she was the stand in for an abscent mayor. For a while I wondered if someone was making sure that Trudy would be gone permanently. On the other hand, in such a small community, an older theologian would fit the bill for being one you could expect to have some administrative experience combined with enough intelligence so that could go a long way of explaining why she was the one that filled in for the mayor. But the thing with stealing the mayor's desk, it's pretty much a giveaway that something is wrong.
