I can make a case for new build vs upgrading in the sense that with New Build you have a chance of building a perfect or rare. I can't speak to upgrading ever giving a perfect or rare. Usually its outstanding.
That would be the only factor I would say in its favour. I mean you can always just pickup the upgraded machine and take it to the Refiner and upgrade it to a new quality.
SO we go back to resources available being the consideration.
I would upgrade then refine.
I can be a bit... Crap with resources. Don't get myself as organised as I want to be to be honest 😅 especially struggling to keep up with bronze items. I started writing out lists what I need to upgrade and what does it need and wills make a little chest to keep upgrade items in there.
