which monster gives you actual claws, and how rare are the drops?

Backerat, Redrat, and Rangerat.
I think the rats only appear during a couple missions, so pretty rare.

Monster claws can also be commissioned from the Civil Corps.

Only in the main story missions. Two of them. If you are looking to make the Dagger for yourself, skip it. If you are looking to make a dagger for a commision. Consider not.
