Honestly without watching you play I couldn't even begin to critique. To many variables.
Personally I use Daggers. Rolling in and attacking and rolling out when they start hitting me.
I am lv 45. They only give me the option of stone weapons. I fight everyone. It's the same. No matter who I fight. They all can beat me in 3 hits and I am like a baby trying to fight an adult. I can avoid them with no problems, but with as much dmg as I am doing. It's takes forever.
So with the dmg reflect gear on. I can reflect them down a bit, but that still puts me at a 1 hit and I am dead situation. So, if I time my dodge wrong or something. I am dead, while I still have to hit them many times before they go down.
This is Final Boss level bull with these duels. I usually don't do the duels because of this. I started to because I had the dmg reflect gear on. So there was a chance.
Because that sounds really odd. I am 45ish myself and with reflect gear on Pen Kills himself. What are your HPs? I am over 7000.
Well, as you said, everyone at Sandrock are insanely strong but they aren't invicible... you need to get a whole Rare stuff with at least 50% of reflect damage each parts but it won't be enough, u need to dodge and study a little bit the npc battle mode and attack if possible when he isn't do....
u need to break as much you can their guard to combo them and they'll end up to fall off on the ground, u can still attack them when they're on the ground. once u think they lost enough of life , u can let them kick you (of course only if you're still full HP or at least 7/10 of your life), and you will win the duel (not always if you don't dodge enough attacks from them so be careful)
So i started another game now and got to level 7.
Mi-an was my testsubject. I used sword and shield. I broke her defence twice and she was defeated. I had no points anywhere and my char had a short trouser equipped.
Maybe repairing your game is in order.
Pen is a very tough character. When you want to challenge him, get some clothes with damage reflect from Justice's store at the Civil Corps building.
Sparring limits you to fighting with stone weapons but you can still buff the character by using good clothes and by levelling the character up so you get better character stats.
