Report a translation problem
Try using the book and reclaiming all the parts and put them back on again if you know you have everything. If that doesn't work, no idea.
also, dumb question, but you've pressed 'E' to pick it up i assume?
1. Select the recycler recipe from the book (I know you did this)
2. Have in your inventory:
-2 Stone Troughs
-2 Grinding Saws
-3 Wood
3. Walk up to the phantom image of the recycler and add each of the items listed. The 'E' key adds the items. The 'R' key will let you cycle through each of the components to see what you still need.
4. If all that works correctly the phantom image is replace with the real item which you can pick up and place on your property. (You don't need to bring the item to your boss, just make it)
If all of the above is what you already did, then file a bug report from the main screen. Because its a major bug that will keep you from moving forward on the story.

try "retrieving all" and building it again. retrieving all the materials separately didn't cancel the crafting process for me, but after I used the retrieve all button and tried again, it worked.
after the recycler is crafted, it will have a sparkling visual effect and will make a sound, you will also be able to pick it up.

I had this exact problem.
The game already had the ghost image of the Recycler ready on the platform. Even after you build it with the three components and right amount, nothing happens.
It was fixed by using "Retrieve All" and then selecting "Assemble" again from the Assembly Station book or menu. This time when you build the "ghost" of it, it will indeed complete with the sound and sparkle effects.
BTW I was unable to find any way to select "Retrieve All" using the controller, I had to click on it with my mouse.
at least the good news is there's a way to 'retrieve all' with the controller now...
