Apparently, defeating the squad sent to kill him is sufficient to protect him (for a while?), so I think I will reload to that point and just not enter his sector, instead building up my squad.
I cannot heal him (says full HP) but he bleeds out on next turn..

After I was done with attackers, I had two options:
A) Take green diamond by force, it's worth 50k;
B) Have him provide valuable intel on one of your shady contacts - Corazon
While hefty sum is tempting, I went with B.
And i don't have the option for biff to surrender back the gem
If you keep the gem in inventory of squad B and give it to the museum with squad A it lets you keep the gem (same as any other relic)
but the ending told me mother fxxxxx made 55mil by being alive selling the green diamond
