They have ~5 bases that will repeatedly send out teams to recapture everything and to be quite blunt I couldn't possibly keep up with the chaos.
What I did was make a beeline for those bases (little watchtower icon I think on the tile) and took them out. Then they stop raiding you incessantly.
There is the 'final' boss base that keeps sending more but you can block them with militia at the nearby port/town pretty easy if you wish and see to other things.
Take out the mines as well so they stop sending couriers that take back your stuff too.
Games so much better without them... until the nasty plot twist anyway.... Muhahahahaaaaaa
Something to note if you insist on militia anyway is that:
1) Leadership increases speed of training a lot and if you have two trainers it's even faster.
2) You can train them in rank above the recruit level. You can only have 8 max but you can take them up maybe 2 or 3 ranks and then combat will level them up some more. Eventually they get pretty strong on their own.
3) If you fight alongside them just manually keep track of how many die in combat because that interface is kind of hidden away and it's not obvious some may have died.
4) It autosaves those militia combats so you can save scum if you lose too many. Results vary wildly.

This sounds like a brilliant way to not have to hear the sound of the dude's voice anymore. His motto is basically: "Those who can't, teach."
I prefer to use Kalyna as my one merc militia-training squad; even though she has no teaching perk she has 52 leadership so she's a good militia trainer (not sure how leadership no perk vs. no leadership with perk compares tbh, I'll have to check in game when they are both in the same sector). She also has the advantage of being a mechanic so she can also repair stuff you've dropped off in stashes at ports if she has no training to do. Another advantage she has is she has a fixed salary per day so you can hire her for however long you want (3 day increments as needed) without having to commit to 2 weeks for most cost effective deal, if you maybe only need her for a couple of militia training sessions you can have her come for a short time, leave, then rehire later, she always costs 600 a day.
