But it can't be modded, can hold only 1 bullet, and it counts as a heavy weapon.
It's probably not worth using unless you don't have any good rifles, or you have a specific combo in mind, like, I gave mine to raider, so Raven sets up an overwatch for 100% crit and he can aim for headshots he will never miss with that weapon, guaranteeing 1~2 kills per turn, but a modded M24 would be able to do the same.
It also needs always to be reloaded.
I did the mine very early. Kind of my first go to get a mine quickly to get the income so I can keep my mercenaries around.
To my luck I found a Dragunov in that camp. It's a quite good alternative. Especially as you can silence it and use burst mode.
1 shot kill early game
Yes but most 50 cal sniper rifles have to be used when prone. It is only in hollywood where the hero can use a M82 while standing!
If you have a good sniper like Raven, max aim only costs 9 AP + 1 AP Reload = 10 AP.

98K max aim cost 11 AP.
Taking into account different mercs have different dexterity and rifles have different scopes, i guess what this shows is that Gold Fever is still an ok sniper rifle so long as your merc's got enough action points to reload.
The Drug and G98 you are using 4x aim - which during the day is one extra AP. 4x aim makes them more accurate than Gold Fever. A fairer comparison would be to just set them to 3x aim.
The reason why Gold Fever is 9AP for 3x aim is because it has 1 aim for free. You can also make the Druganov have one aim for free as well.
As you point out it is still an "okay" rifle but a modified Druganov is still vastly better mid/late game as your mercs should be shooting with 0 or 1 aim most of the time and getting 2 shots per round which is impossible with Gold Fever.
