With the Train Merc operation, it caps at 91, so anything that gets you to 100 *needs* either doing the job, or using magazines.
Training low level skills with a higher skilled merc is also one of the better ways of gaining points as well, you have an explosives expert train your 69 char, they might get 2 or three points, but the guy at 39 gets 5 or 6.

For example lets say you have agility of 79, with the the right magazine you can get +1 agility making it 80. Then you will have access to lvl 2 perks of agility. Its great for topping off.
This is the main reason I dropped katlyna. Girl is as dumb as a sack of rocks. She was getting marksman training at 1 point per session where as everyone else was getting like 2-3.
Dropped her for livewire and im so glad i did because not only is livewire wise at 90+, making training her easy, but I had no idea that her unique talent meant that we can see all enemies on the map, even through walls if we got intel for that area, which is a complete game changer since I do stealth.
