Bus Gang
Any tips on how to trigger this quest? I'm staying at the bus stop in tactical view and nothing happens, I rest in the sector and nothing happens.

Need to that operation twice, so I suggest doing a train merc while waiting

Damn I sat there for two days waiting and then got frustrated and came here. These extra operations are never intuitive to me. It took me forever to figure out that the hospital is an operation too, I kept thinking "oh they must need more time to set up shop"
