That mod isn't gospel. I have missed plenty of 100% shots and 100% melee hits to the neck miss regularly. Something isn't quite right and it might be that something rounds the values off. 100% might well be 99.6% rounded up for display purposes or it's a bug.
Their comments when aiming only piss me off to no end... They will say something like this should be easy and miss multiple times from a shot a few squares away. It's unreal.
As discussed earlier in this thread you either didn't read or read very poorly (or I guess maybe read and forgot, which is about the same thing, really), the Show CTH mod was made by the devs and released on the day the game was. Try to keep up with conversations before participating in them, especially if you're looking to insult and berate players. (I guess you could blame the devs if you want, but I think we can take as read that they are probably pretty good at modding the game they developed ... and if you have some sort of compelling evidence that there is anything wrong with the Show CTH mod, it must have accidentally been deleted from your post or something. (Simplest solution would be to assume that Steam doesn't work, not that you're just an ♥♥♥♥♥♥♥.)
Bare minimum attempts at decency will garner you a lot less hostility from people who might actually be worth talking to, and you might even learn something.
I guess it's at least a little interesting that the most annoying person in this thread ended up NOT being someone whining about things happening consistent with our understanding of probability and reality or adding too many zeroes to numbers to show their ignorance and/or bad faith.
CTH works right and feels right for what it is, especially with full-damage autofire modded in; those low-percentage shots/bursts are all frightening and deadly, like bullets in gunfights. Roll the dice or be a crybaby, I guess.
(I didn't use training to increase their stats. They all mostly have starting stats and maybe got few upgrades from levels and 1-3 magazines at best to round up the stat)
1.only snipers are doing headshots. Most other mercs do shots to the torso.
2.Either quick scope single shot & single shot aim x3 OR single shot & burst fire if they are decent shots and when I had no weapon variety they got AK-47 with vertical grip to do burst fire aim x3 (9 AP)
3. Assault rifle mercs that can get Recoil Menagment perk take is as first perk.
4. Compensator is almost on every weapon unless it is sniper rifle or for Stealth killer like Mouse

I had to heal them from time to time but it is doable.
(I have 2 more melee characters and Larry. Larry freshly joined and mostly just throws bombs)
TL;DR I use mercs with their starting stats and I have no major difficulty progressing the campaign.
why would you take a chance with poor or bad shots ?
And anyway, at the end of the day, it s never 100%.
