Is there a way to make or get ammo?

When you find extra guns, unload them. Also loot everything, and don't use full auto on everything. I get the Ukranian girl, and with the other rifle you find, the two rifles can kill most of the enemies on the island pretty quickly.

No, you cannot. Because JA3 is retarded game with no loot and devs even removed online shopping same in JA BiA. Also there is no normal buy&sell shops in cities except some tables in Fleacity Marketplace with some ammo for sale.
I just got one broken helmet after extremely difficult fight with 16 elite heavy armored soldiers. I'm gonna cry from happiness now.

You can buy equipment, ammo, and crafting material from the browser screen and go to Bobby Ray's tab. Useless when first starting out. Eventually you will be using it a lot.

Crafting, Looting from Stashes, Hidden Stashes via Intel, Killing Enemies and loot them, know where trader are like Fleatown Market, Unload everything you find and scrap...and if you really have no ammo, you might have some explosives or some knives at hand.

Oh and have you chosen the Game Option reduced Ammunition?

You can:
-find ammo in stashes/hidden treasures, boxes etc
-loot it from enemies, unload found guns
-buy it at bobby rays or in onmap markets like in fleatown

Running out of ammo so early can maybe mean you have to adept your playstyle:
-use more different weapons using different ammo
-use more single aimed shots and less burst and full auto fire
-use more melee or explosives
-search emtpy sectors
