best places to find Meds?
Outside of travelling around for Herbs.

same here, so far the only way seams to farm bushes in the world. So far I couldn't find a vendor selling meds.

Keep 1 Med Bag(with Highest & left), and disassemble the rest you find into Meds.
Thats not a permanent solution, but will give you a nice few spare Meds.

1. check out the tactical maps of every sector. Most will have at least a few herbs you can pick, which net you 2-4 meds. This is the game's primary source of meds.
2. Get a merc with high Wisdom. Higher wisdom means you're more likely to find herbs.
3. Fleamarket has some meds you can buy. It looks like it's a one-time only purchase.
4. R&R will help (a little bit).
5. There's a hospital on the map you can visit to heal injuries.

Yeah meds seem extremely sparse. The plants itself give almost nothing. Like after my last battle it took me almost 75 meds to heal up everyone. Finding like around 10 meds on a map through plants does almost nothing to keep up with the demand. Refilling a med kit takes like 100 meds as well.

If you're running low on Meds, it's your tactics that need to change. You have to try harder to get your mercs out of harm's way...

This is definitely the way. The game is structured to reward careful, guerrilla warfare. Also, it is not necessary to use Treat Wounds for wounds to heal. Wounds heal slowly in the campaign screen(s) too. Based on anecdotal observations it seems that healing rates from fastest to slowest are about like:
1. Treat Wounds
2. R&R
3. Idle
4. Involved in Merc Training (whether teaching or learning differ I cannot say, nor whether the rates differ for different training modalities)
5. Moving around the campaign map (not positive on this one).

I don't think there is any healing at all on the tactical maps.

LOL, i found a vendor for meds, he charges $1000. Everything is so expensive in Grand Chien. So, i didn't buy any. I just collect herbs.

This is true. At first I was treating wounds whenever my guys got nicked, and eventually I learned I had to be stricter on that. For lighter wounds, regular rest can be enough. Will be trying R&R: haven't done so yet.

I also have Thor, who generates "herbal meds". They give a guy a chunk of Grit, so that could be another temporary substitute for proper medical attention.

After switching tactics(less wounds now) and learning that wounds even heal by themselfes over time, my need for meds has reduced quite a bit...so its not a problem anymore. Also I have hospitals now available and enough money to buy healing there and any meds I can buy elsewhere.
You can buy 20 meds from the Portugruel (I know I'm not spelling the cities name right) slums, and you can also buy a medkit from the fleatown market, which you can salvage to give you 12 meds.

But best way to conserve them would instead be by resting, wounds go away with time. Try moving to a random sector and then waiting for a bit before engaging in the next fight, or just heal there. And if that isn't enough try unlocking the hospital and refugee camp, these two both give you ways to spend cash to heal.

dont heal every wound with meds, they go away over time if theyre not doing anything.
After combat have unhurt mercs train/repair while the others recover naturally.

Only use meds if you are in a rush / emergency situations

Sitting on $200K and the ability to import mecenaries from all over the world but not be able to get someone to deliver a spare mag of 7.62 or a pack of band aids tells me the game needs to change....
