Bobby Ray shop tier requirement

I saw a video that in show the Bobby Ray shop have 3 tier, each tier increase gives us better weapon. I want to know what are the requirement to reach each tier

I am not 100% sure, however from experience I think it progresses with time, the further you into the campaign the better the items get. Though I mainly use Bobby Rays for Ammo and Skill Magazines, since most of the weapons are quite easily to obtain (not all of them ofc).

Take over Ernie Village:
1. Emma will move to Port Cacao
2. Corazon will give you $30,000
3. Bobby Ray sends email he opened his gun store

tier 1 - 24hours after taking Ernie Village he will put first equipment for sale (restocks every 5 days after that)
tier 2 - you need to capture two diamond mines
tier 3 - mid game. Around date May 20-May 30

My impression was that Tier 3 was specifically linked to a particular, significant game event (the 'twist' / reveal) rather than time.

it is. That is why I said around date May 20-May 30. You reach that part of mid game around that time.

I ordered a weapon cargo in the store.
The cargo arrived in the village of Ernie, with confirmation by email from Bobby Ray.
But I can't open any more the stash or inventory in this sector!
How can I fix this?
