Silent Storm. It's certainly 'Eurojank', but it can be a lot of fun. Not as much of the 'board game' element though.
Battle Brothers AKA ♥♥♥♥ You: The Game. Pretty hardcore and has a steep learning curve, but it is enjoyable with interesting mechanics and lots of randomisation/unique enemies.
- Pathfinder Wrath of the Righteous is mainly a CRPG but it also has a HoMM-like hex map tactic layer
- Triangle Strategy is a Tactic RPG with a great story and strong focus on decision making
- Fire Emblem Awakening or Three Houses are great TRPGS in terms of character developement, but you need a 3DS or Switch
-Ja 2 Vanilla , 1.13 , Wildfire or UB. Ja 2 is unmatched imho.
-Wasteland 3 is newer and similar, maybe better than JA3
You could also take a look at:
-Wasteland 2
-Fallout Tatics
-Xcom 2 ( or Xcom 1 ) are similiar, but with a Sci-Fi Twist.
-Battle Brothers is okay.
-Silent Storm is dated.
-Chaos Gate Deamonhunter is good.
-Triangle Strategy is very long winded with lots of Text - maybe over hours and between that one very long and hard TRPG battle. Not a fan, Switch Cartridge just collects dust.
If you like the "mercenary company" management aspect of things, it's a wildly different setting but you could look at Harebrained Scheme's BATTLETECH game, where you do have to fuss with payroll and operating costs, and deciding when you can afford to buy various bits of equipment etc, in addition to having the turn-based battles. The base game is a bit dated game (released in 2018) but it still has a very active modding scene. The emphasis is more on tactics, but e.g. in some of the mods, you can influence the larger scene (e.g. helping one faction or another take or defend star systems from the other factions).
Usually if people say "more games like JA" one recommends stuff like XCOM, Forgotten But Unbroken, or Phenoix Point.
Broken Lines - Not turnbased but has a very cool system, very cool tactical battles
Xenonauts - Inofficial successor to original UFO/XCom games
Phoenix Point - Game from the original XCom creator

PS: Anyone know of a working widescreen fix for Silent Storm? I loved that game(at least up until it hit the sci-fi bits), would love to play it with more powerful hardware than I had back then, for the big demolitions. I did some explosions that took a few minutes for my computer to calculate back then. When I chain up explosives to take out half a building and then hit it with a grenade.
