But if you're OCD about getting all free mercs, then just deal with the somewhat difficult fight. (like I am, sided with Luigi and didn't have too much trouble with the fight playing on Commando. I just put Smiley in a militia training duo because I don't want him on my main team).
You have to make decisions and sometimes can't have everything - at least not served on a silver plate. Those are deliberate design decision and I'm glad the devs put in hard decisions like that.
Gamers are often terrible game designers.
In matter of quests designs JA3 is very impressive, but for quests mechanics, so solves problems to achieve quests, it is a bit limited. Its set of tools to design problems, is limited.
