How to trigger the next part after the Operation? I see night shift with guns, but nobody wants to tell me they are Legion.
Do I need high Leadership for the mission, or it's bugged, or something else?

You only need to send mercenaries to the bottom of the wooden stack to talk to the workers carrying long rifles to trigger the combat mission.

You need to talk to night shift workers to get info they have guns or whatever. Then you need to talk to Foreman so she confesses he is dealing with the Legion.

Combat starts after that.

Old Mine near Port Cacao (K10).

You had to be there at night to see the night shift workers. They are Legion in disguise. You talk to them and then to Foreman. Foreman freaks out and tells the truth. Night shift workers realize their cover is blown and then you proceed to fight them. You get a small boost to mine income and if you didn't do a Museum Fight you also reduce the number of Legion reinforcements.
