Smiley's special and wepmod synergy

Currently using an AK-SU modded EEmag, QP scope, vert grip, recoil booster.
Wondering if his special will proc that QP scope on all targets hit or just the first.. If it does proc on all targets hit, thinking of going Red Dot to also mark them all. Anyone try it yet? Hoping to save the chip if it doesn't work like that.

Run&Gun and similar moves do not get aim bonuses other than the one from having a UV Dot and/or improved iron sights afaik.
