How can i save Pepe at the Refugee Camp?

I have a squad stationed there BEFORE the army attack even occurs - yet i still cannot save Pepe

I don't think you can.

Pepe and Sangoma the Shaman are going to die regardless.

Having militia and a squad in the sector won't help save them either.

No way to save them AFAIK.

Also, don't use the archeological treasures to send militia to the Refugee Camp prior to the flip, they just disappear.
