Fidel is expensive, Barry was crap in JA2, but here they buffed him alot. And he is better alot than Fidel.
barry is one of the best characters in JA2 simply due to his wisdom skill and definitely the best explosives guy, simply due to his price-tag. however last time i played JA2 was wildfire, so i might overestimate the original number of mines and traps. mines sell well in balime, making the helicopter trips worth it.
the only thing that he misses from start is experience, which he gains quickly. the very second he hits 2-3 experience levels, mines are dealt with, thus the only mines really in the way are the one in the 2 omerta sectors.
also he comes with 80 strength, together with the wisdom, he is >the guy< who opens stuff with force (including carry capacity).
also lockpicking with "only" 44 mechanical. bad for repairs (extremly a minor issue in JA2 tho), but picking locks is very reliable.
sure, you have to invest in him, meaning giving him kills to gain the experience, but he´s not hiring him at the start is simply a mistake and about as smart as not maxing out MM + LDR on your IMP.
edit:
barry starts with 2 experience
also the overall skill-increases from JA2 to JA3 are pretty minor, meaning he really wasnt buffed. the mechanics changed, which favored him (and other wisdom mercs) heavily.

yeah no, i like my starting skillmonkey cheap and hire my gunmommy raven.
(i also hire raider, but he´s likely to have... an accident)
so is lemonwire.
and fox, tho i have moved to mouse.
and steroid (if nothing goes wrong).
the "problem" isnt barry, but the change of mechanics.
the only new thing barry got are his grenades, which are (very) strong, but using them with maximum payout often is a bit tricky.... however now that i think of it, i have never done a melee-stealthkill & grenade opener.
there is a mod "Ja2 mercs" where you can get Trevor (I found that on nexusmod)
I end up always hiring the same mercs unless I force myself to try others.
