You can have someone with teaching trait train up his Dex. Fox, Buns, or Wolf.
For my first run, at the World Flip
On each subsequent one I did not restart, did 3 additional runs for achievements (2 forced restart due to Ironman ♥♥♥♥ up on Ernie in the beginning ^^)
You can recruit mercs that don't require a salary, and so take infinite time to finish the game. You can hire cheap mercs. You can re-take mines even if you have to kill one enemy at a time, exit sector and re-enter after healing.
With that low difficulty assistance you even get $1K per day or week I think, which allows you to continue with zero mine income.
If you hire too many mercs or too expensive. Terminate their contract and restructure your team.
Too many to count.
The second time I tried to stay with a single 6-man squad but the money came even easier and now I have 3 squads again.
This time around it was much easier, not sure if I learned a few things in the first go-round or if it simply turned out being easy.
So...I'm going for a 3rd try soon and stick to some basic plans.
Flashbangs and tear gas have hella damage mitigation. Don't sleep on Barry paired with Larry (free merc) using shotguns. With the right perks you can flashbang half the map and tear gas a layer between you and them, while still getting off two shots and ending behind cover. It won't matter to your sharpshooters because a head kill is a head kill, but all damage that passes through gas or smoke becomes grazing. You just don't want to open with grenades or shotguns though, you lose the free move and are frozen. But as long as you are starting each new turn in cover you get a bigger free move. You can control half the map with Barry and Larry, stack up a huge kill box for your rifleman.
