Perhaps that's just your experience. But I've played JA3 for 130 hours (or more) and I still haven't tried him in my squad.
And since you've gone through most of the roster, I would say you have a pretty good grasp when comparing mercs (at least without training).
yes, the shooters could use an upgrade later on, but some of his lines and dialoges are really funny, caught myself laughing on his remarks.
But since i attempted a "Western Playtrough" (only six shooters, winchesters, timed tnt and double barreled shotguns) i came to like him,
His ability is fairly good, albeit not as game changing as say, Ice's. He also doesn't give a relationship morale bonus to anyone, although he gets them with both Fox and Larry. He can't unequip his pistols, but he can still use other weapons in his second weapon set, and his ability works with other weapons. His six shooters also aren't particularly great and they use an ammo type you don't tend to get a lot of till much later, so you'll want to have him mostly use something else such as an assault rifle. His wisdom is bad and his leadership is terrible, which combined with no specialty skills means he's completely useless during downtime unlike Kalyna and Smiley who can at least train militia effectively. He's also hilariously overpriced, but that becomes less of a problem later on when you have a lot of money.
He's not even "terrible" to start with on the easiest difficulty, even if he isn't ideal. His ability is useful throughout all the Ernie fights, and his six shooters are at least decent early on. At his price I'd prefer to have someone like Raven or Ice though. He's a bad character whose stats and ability are a little better than other bad characters, but for a variety of reasons he tends to be less useful. He just doesn't fit on a team very well and what he contributes is nowhere near enough to either justify his price or not using a different character.
That said... His ability applies overwatch, which can be used for a few strategies. Notably this means he works well with Raider. I'd still prefer Raven over him, but it's something. You can take all 3 on the same team, but keep in mind this makes Tex a bit superfluous. He's just going to end up being a worse Raven.
this pretty much fixes every single merc immediatly and MM only becomes relevant if you want to get off a second unaimed hit from your +3aim-scope-1st shot leveraction.
after that only more AP or bonusmove is interesting.
while prepping for the military invasion, there´s enough time to train MM, making all mercs who can realistically reach 14AP to get 2 shots off a 7AP sniperrifle, bipoded, unaimed.
that said, losing a weaponslot for grenades is a huge strategical disadvantage, especially if you plan to not lose a single town/fort/mine to the military, bc your squads get thinned out pretty fast, even if ivan takes out 6 military squads in turn and solo holds the whole eastern front.
no idea what his special ability is, but since training is (or was, dunno) so strong, wisdom mercs with a primary non-body skill quickly outclass everyone else, are usually cheaper and are must-picks, but that´s bc i run 3 squads covering all bases (except medical 80+, that´s for squad one). however, every squad has room for 1 or 2 wildcards like tex or even smiley and since character interactions are the main reason to play the game in the first place, there´s no reason not to put tex in squad 2 or 3. the only real downside to this is that you won´t get any early tex dialoges and tex can´t be everyone at the same time, so it´s very unlikely that you capture every single tex dialog in one go, even if you would knew were they are. but even this isnt a big problem, since hopefully we get JA4 in less than 20 years, but 10 is obviously better. not sure if there´s a bet somewhere that JA4 is released within 5 years after someone completes a full solo tex-run but i can wait 3 years for that to happen. not sure why the start of JA4 development isnt announced yet. they only got 3 years from now... or maybe less.
