World map strategy?

I'm always a little unsure how I'm supposed to be playing these games. I'm pretty sure you can't take and hold the entire map. Are you just supposed to take over as much as you can, hold it, drain the mine, then move on?

What makes you think you can't take over and hold the entire map? Take over the map from left to right, train militia as you go, defeat outposts to reduce the number of enemy patrols etc.

I am at the point in my playthrough where I now control the entire left side of the map if you use the outpost in the middle of the map as the cut off point.

It's up to you what to do with the game. If you free the president and defeat Corazon then the game is over and you will be thrown out of the game. So if you want to conquer the whole map you must prevent to fulfill these endgame conditions.

You will get most of the game when you conquer the whole map before doing the endgame but you have the free choice how to play the game. Good shooting !

Well, you certainly aren't supposed to wait around until the mines run dry.

Also, as far as the "entire map" is concerned, there's obviously very little point in visiting every single sector just to turn them blue.

I feel like the best choice is to go along the river, capturing outposts and ports, and just go from point of interest to point of interest, leaving the team of Hitman and Kalyna behind to train militia.

It's actually easier than it seems to control the whole map if you set up an interception squad somewhere along the river in the middle. Chalet de la paix, the wood bridge and the camp on the tiny island on the river are great chokepoints to hold, because most enemy assault squads will spawn from the Eagle's nest and travel through that path, endlessly crashing on your defences.
