Check the ¨dead internet theory¨ on yt or so... maybe you´ll find it interesting.
Mods that modify existing weapons currently break the shop (a fix is already part of the hotfix in the next patch).
Otherwise, if you are playing with cheats enabled and "unlocked" the shop via the red menu, the shop also appears empty (also fixed in the next patch).
I turned the mods off and loaded the game (it gives a message when loading the game with mods off indicating theres a problem)... Still the store is empty
Is there a conflict/issue when you play the game with mods... Then turn them off and try to play the game?
TONS OF GUNS should be fine, because it only adds new weapons, iirc. But I know of other mods that are problematic, so yea.
If you've saved before disabling the mod, it may be that there are non-existent weapons in the shop, which could be problematic, I'd need to look at it.
Update: I found a mod that is conflicting with something. It's "Audaki's UI enhancements". Alone this mod works fine, but with my modpack - it causes bobby ray's shop to be empty. I'm too tired to find out what it conflicts with exactly, so I just disabled this mod and everything works fine now
