Last time I tried a tactic suggested by another player, to start a fight on the other side of the map to draw enemies away from the President. Didn't seem to have any noticeable effect, yet I managed to rescue him that time. Previous play through he was killed within 1 turn with nothing I could think of doing.
I've tried being stealthy and noisy, tried approaching from far or near. There appear to be distance and combat triggers to initiate the kill the president order which can't be avoided.
For laughs, on one play through, I rescued him and had that positive conversation, then he died after walking through some mustard gas that remained on the map.
Do a F5 save before fighting starts.
Use stealth on our right flank try to snipe the guard on the upper hill near where you spawn.
If good, then save and try to snipe the other two on our right flank and save each time so if something goes wrong for it's best to knock those 3 out so you will be able set your other squad near the car on the road and below the mg area rocks so when the fight on the left flank gets their attention you then may use your right flank guys to help them and pick off what you can.
The trick is to not go up that middle road until the major comes down and fights and or when he gives the command to kill then you must make your move up that road at least half your guys should have guns that can shoot HE rounds it only takes a few to hit the major plus you can hit near the tent if you then have to move a little up that mid road.
You should also have a few members that have the (free move perk) plus have them use light armor. When in doubt throw everything you got at the MG's and rush someone up to that hill towards the tent some enemy like to hide up there and shoot at him and there is always a sniper there too that locks on him. Sometimes you do get lucky the Pres runs out of the tent and somewhat down the hill which can help you in that case.
Sometimes you can fight for many turns before the major calls to kill but like I said once he does that you got to make your move. Throw smoke so the MG's don't see you or hit them with HE's depending on how many you bring and whom is good in explosives to get the job done.

All you need are a few rounds of 40mm HE, and Ivan. If you already know about it, ...then you know.
I’ve had it happen the first turn when combat starts, and other times when half of the enemies are killed.
What works for me most of the time is to drop a grenade launcher grenade or mortar near the tent entrance.
This seems to aggro the enemies to attack you and they will usually ignore the order to kill the president.
a) Distance to the tent;
b) Enemies left in the sector.
* If you have a small crew and need to reduce the enemy count, you can save scum, make some stealth kills without triggering the dialogue, then retreat. The next time you come back the remaining group will be shuffled around to new positions and you can repeat the process.
* When you start the actual fight, you want to have some visible mercs positioned around the middle of the map, drawing the Major and his guards downhill. The more they run downhill and try to engage your mercs, the safer the Prez will be when the kill order happens.
* If, I think, four turns pass, the kill order is given. You want to *avoid* making the final approach to the hill(within, like, 10 tiles of the ledge that starts the switchback) or it will trigger early, when the Major is still likely to be in or near his tent.
* If you have Livewire's PDA and intel, you can do precision bombardment on the tent using grenade launchers and rockets without killing the Prez. Mortars have the downside of delayed fire and low precision but are OK for clearing out the other groups. Failing those options you can also spam smoke and tear gas into the tent to force graze damage.
* If all else fails, max level Ivan can brute force the entire fight by sneaking as close as possible, running up to the tent on turn one while stabbing or gunning everyone down with his lowest AP weapon. I believe Shadow is also stealthy enough to pull off something similar, though I haven't tried it.
