I just checked, works fine for me. Please check if you have similar conditions to activate the quest.
I'm now certain this is indeed a bug, but a rare one that only happens under very specific circumstances. I supposedly encountered the water carriers at the same time I got the quest, but no enemies appeared, and after getting out of the sector, the game registered the encounter to be beaten, without the respective outpost shield getting cleared. This might explain why there's villagers hanging around the well now - with no shots ever fired in that sector.
No matter, I've cleared the other shields and am now occupying the outpost. So, no harm done.
Village people or no village people?
I think, if there is the 'Examine Clue' icon, the quest is still active.
If there is no 'Examine Clue' icon, maybe your merc have low wisdom and cannot discover the clue, or the quest is now finished.
