All other NPCs that buy things from you are special events and they will only purchase a specific item from you one time only (for example, you can sell Father Tooker a diamond when you first meet him)
As said, the scavenging system has utterly failed, which explains the upcoming Bobby Ray's online shop with the next update. Roughly every 4th question in the forums is related to "where is my shop?" A fact that couldn't be ignored any longer I guess...
You can't sell weapons. You can only scrap weapons that you don't want or need for parts. DON'T SELL PARTS FOR $$$$. It isn't worth it. Scrap is important for modifying your weapons and crafting ammo if you are low on ammo.
