Notably light armour can enable certain perks that increase free move, as such using light+weave/ceramic is good for those mercs, otherwise there is no reason not to use medium armour since it doesn't encumber or have negative effects.
In most cases the kevlar is better, however for mercs who use the agility perk that boosts free movement in light armour you would prefer the ceramic, since it's one of the few ways to make light armour take a hit or two outside of the early game.
But if I look at the description, the bulletproof with plates reduces the damage by 60% and 40% in the case of a breach.
And Kevlar reduces damage by 40% and 10% in a breach.
so if I understand the descriptions correctly, the bulletproof with plates is significantly better, although I don't think that makes sense.
