Report a translation problem
It might be a bug, but it could also be caused by other things, like drivers, or maybe your sound device itself. If you want them to fix it you should try providing some system specs. Is it a sound card? Onboard sound? What brand? Model? Driver version? What have you tried doing to fix it?

This is what fixed my audio for that game. It might work.
Navigate to Control Panel -> Search For Audio-> Manage audio devices
On the Playback tab, disable the bluetooth device used for communications - that is, whichever device is intended for use with the microphone.
On the Recording tab, disable the same audio device

My thread is the first one on the list, and it is a bug that has been going on for months and no one cared to fix it. I still can't play this game just because of that..
Woth a try:
- if you use USB-Audio device, change the buffer samples to either a higher or lower value in your driver. Can try like 64/128, if it was higher before. Or try 256/512, if it was lower before.
Doesn't happen to any other game or software other than JA3
Edit: On that note, an audio interface would probably solve the issue, but it doesn't make sense to have one handy by default
