harbours
some harbours have little padlock icon and i cannot boat travel from em despite i liberated em ,its permanent or i need gain higher reputation or so ?

Which harbors do you mean? E.g. in Côte d'Azur, you have to complete the launch boat operation in the satellite map to unlock it. Or in Landsbach, you have to complete the namesake quest.

ah ok need check ive not seen any quests or quests givers in area

In Côte d'Azur, you have to talk to Captain Pierrot who is by that beached boat.

In Landsbach, talk to Siegfried in the villa in B12. This quest can also be given by generic NPCs in and outside of Landsbach who mention it ("I heard there is a lot of Diesel in Landsbach" and the like), but ultimately you have to talk to Siegfried.

got it thx for info i missed checking boat its why captain wont talk to me :)
