To take Fleatown, I must kill Blaubert's minions. I have killed all "normal" Legion soldiers. But Blaubert's henchmen and Lalee Leewaylender are still considered enemies. But they don't attack me. However, I can no longer start a conversation with Lalee Leewaylender, so I can't play his quest and I can't get his loot boxes either. I've already taken the prison before and released Luigi. Can this have anything to do with it?
