I would really love to understand the mechanic. What triggers it? Is it pure random?
Is it how many cost you have? Is it how long you played (I played a lot, and they are still working fine).
On the other side, if mines would not run out, you would just sit in town and train all your mercs to max stats before continouing. So I guess that's a way to put the pressure on you to continue advancing and not just training stats.
Diamond Transports for 12k credits and some loot.
Can be intercepted as long as the enemy owns mines.
You can sell 30 scrap for 500 credits in fleatown, but maybe you'll only generate ~30-90 scrap per week, mostly less.
You'll get up to 4-5? free mercs, don't know if the last one want's to be paid or not, those guys are also missable or killable
Loot can contain diamonds 5k c, diamond chips (loot box) 0.5k c, sapphires ?k c, gold ?k c
Don't sell relics
Raise reputation with the city & it's mine as high as possible before going for more mines.
Hire mercs for 14days, longer runtime for lower cost.
Hire cheap mercs like Barry and Blood who are superior to others.
So far I freed only 3 mines, one ran out, and I'm roughly done with half of the game, sitting on 300k with 18mercs, but I only play on normal difficulty and savescum.
Some mines though got a "side quest" so youll find more diamonds and i guess increase the value / days until it starts running dry. But even though you get the warning its running dry it will keep produce for awhile but the income declines until it reaches 0.
It's not just the first mine. I captured the underground one from Maquis mid game and that one shut on me. I think it was the first mine to shut but it was not the first one I claimed.
The best suggestion I have is either go free the president straight away. This turns off the invasions from the towers and stops diamond shipments so you don't have to deal with those taking your mines and towns back all the time. Also triggers an event which may do that too so if you take him before you start claiming towns and mines it calms things down nicely. The towers not only stop pumping out invasions but also drop to one shield strength and have like 10 enemies each instead of the 25+ they can have at full 4 shield strength. Otherwise make it a priority to take out those towers fast and if you capture a mine it turns off their shipments as well.
These things will save you the endless running around, the training militia and hiring a pair of trainers to do it, the time that you lose your mines for while you go to capture them back etc etc.
After taking your first mine H7, don't waste time, start completing quests to recruit Larry and Flay, the freebie mercs. After you have both Larry and Flay, you can go for your 2nd mine, or go for Smiley if you have enough firepower. Make your 2nd mine A2 Diamond Red, then you can go after Pierre.
When 1st mine runs dry, you will have at least 3 mercs: IMP, Larry and Flay working pro bono. When 2nd mine runs dry, hopefully you will have 5 mercs: IMP, Larry, Flay, Smiley and Pierre who are not on the payroll.
Depletion level depends on the played difficulty.

Is this true?
The crazy thing is with one green diamond in end game, you will get 10 times more. So, there is no point in running mining operations. I'm just trying to get imp from level 9 up to level 10, but run out of things to do except camp on A19.
EDIT:
Apologies, i just checked. After 293 days with forgiving mode off, only 3 mines are fully depleted: H7, A2, and K10. All the other mines are still 'Very Rich'.
