Weapon modification tooltips

Does anyone know if there is a way to see what each weapon modification does specifically without going into the actual modification screen? I see the icons when hovering over a weapon for what pieces are installed, but you can't roll over them to see what each one does. Some things seem to show up what a weapon can do while in the target screen, but it's not conclusive, and I can't for the life of me remember what mods I put on each gun while in combat.

Also, anyone else hoped that the screen would have changed to the infrared green when selecting a character with those goggles on? That would have been cool.

No way, as far as I know. It's like you said, gotta go to the modification screen to see what they are.
