Emma Can Send Militia to 4 Locations - LIES (halp plz)
Pretty sure this is a bug, but hoping someone can explain in detail just in case.

I took Port Cacao.

I gave her a big green gem and also some smaller idols.

Loyalty went up, and the local quest now says "Emma Can Send Militia to 4 locations"

If I give her more idols, the number of militia in that quest marker goes up.

BUT - if I talk to her, there is no option at all that even mention militia.

I see no buttons or any mechamism by which to get this supposed magical militia and send them around.

Lots of people have posted in this forum about getting that militia but nobody has described the actual mechanics of how this happens.

Is it a dialog option?

Do I need to do something else to make that happen?

Yes. It's a dialogue option. You might need to talk to the Penguin guy first and have him agree to fund the museum. Although I believe I've seen the diagloue prompt before talking to him.

Oh... so was I supposed to keep those treasure thingies I've been finding? Cause I cashed those in instantly >_> Is that going to screw me later?

Depends on how many. I had her up to 8 militia she could send out and that's not even all the treasure you can find. Also never used her feature.

Instead of training militia somewhere she will just send some there..its a quick and free way to replenish militia that die in combat

I'm almost done with the game and have no clue how to make him fund the museum. It's in my quest log since the first meeting, but all he says is that the economical situation is bad and he can't do it. Although handing over artifacts to Emma and sending out militia works fine for me.

Yes. Pretty sure this is bugged.

No option to have her send militia.

No option to have Governor Dorkus pay for things (even though I've liberated Cacao and prison)

Keep speaking to him..then after he mentions it speak to his wife until she mentions it then keep speaking to him again..lots of npcs ive noticed that you need to get info from or speak to need to be talked to multiple times until you see the dialog option you want that normally updates the quest log

I'm having the same problem. It's bugged. I think the game is expecting you to speak with the governor *first* and get him to agree to funding *before* you hand Emma any artifacts. If you give Emma artifacts before funding is agreed to then the game will NOT give you the option to place militia.

If you have a person with PSYCHO Trait in your group they will threaten the Governor into providing Emma funding for the Museum. This will automatically happen if you get the dialogue where he mentions the funding. (Meldown has such great dialogue.)

You can talk to his wife with someone that has the SCOUNDREL perk to make her convince her husband. He will still mention not having it in the budget and his wife says , "I thought we already spoke about this." Implying he better or else. (Livewire/Fox)

I just checked my SNYPE Log (blue button below your merc pics that tells you everthing you pickup and stuff) And I confirm I get 1000$, 3 Loyalty for Port Cacao City, and my Militia deployment.

Working as it should from what I can tell.

I did turn in few first artifacts before reading that you can actually get paid for it, talked with governor's wife about it with my scoundrel and all further artifacts gave 1 militia deployment and 1k cash

There is nothing Bugged or anything. You guys just dont understand how that works.

Talk to Emma until she gives Option to take Artifacts.
Talk to the Major and his Wife repeaditly..... (they dont get a extra specific, special Dialog Scene, they just say stuff like most Other NPC once you click on them).....
If you get a Psycho with you, he will "convience" the Major by him/herself.
If not you need to talk to the Wife.
Repeat that some Time, he agrees to Fund the Museum.

Militia:
Give Artifacts to Emma gives you 1k + 1 Militia for Free.
And that is what people seem to missunderstand. These Militia isnt for Free Use anywhere on the Map. Its only to raise Militia without Training in an Area which allows the "Militia Operation". YOu cant send them wherever you want. You cant use them to attack anything.
You cant raise them if all Territory you own, which allows Militia is already at the Maximum Capacity of 8 Militia.
She will only Send Militia to Arreas which havent fille the whole Slots. And she Will send Only Recruits.
You get these Option only if she actually can send Recruits, otherwise its Hidden.

The Whole thing is just a "Time Saver" so you dont need to train some Militia in the First Place.
In Terms of Effectivness, its more valuable to just Trade the Artifacts for the 3k Money you get for selling them.


THE ONLY Thing i dont know is, if there is a Hard Limit of Artifacts, so the Mission can "Finish" and if you get a Reward for that. But it seems as if these Mission is "endless" you can bring here 10, 20 or 100 Artifacts, it wouldnt change anything.

I don't think she gives money for the artifacts. IIRC it's Port C rep and 4x recruits. Might be bugged though. Like if you take Port C before refugee camp and you lose it, what happens? I took Port C after refugee camp in my current game and she isn't giving me dialogue to send recruits like she did in the first game.

You get 1k after you convinced the Major.... And why you dont get a Dialog for Sending People is also explained in my post. You already got Militia on all Places on which you can raise milita.

It's not bugged. I used Livewire to go chat with the wife and triggered a funny conversation. Then go chat with the husband, wife will make him fund the museum LOL I didn't manage to unlock this because I didn't bring alongside a scoundrel in the first encounter. I suspect Fox can do just the same too. Also, if you want some sort of money after donating materials, you can get the governor to fund the museum first, so you'll be compensated (though quite little) for donating stuff to Emma :steamhappy:

No it's 100% bugged. I was able to send milltia once and then the option disappeared even though it says I have 3 militia to send.
