Repair operation is just plain weird and confusing
1. I have a single mechanic. I want to repair something from 97% to 100%. It takes 8 hours. I add something else to repair from 70% to 100%. It now takes 9 hours. I restart the queue and now just add the 70% item. It takes 8 hours. So repairing an item from 97% to 100% takes the same amount of time as from 70% to 100%? Why is the base minimum repair time ~8 hours no matter what you're repairing?

2. The repair operation only allows up to 2 mechanics. Ummmm...ok. So I make a new squad with the excess mechanics and move them a sector over. Now I can repair with all my mechanics. WHY!?!?! Just let me use all my mechanics. Why does which sector they're in matter?

That's because there is a base duration of repair of 6 hours, and on top of that is whatever you want to fix. So, your repair cycle will typically last between 6 and 12 hours depending on how damaged the items and if you use 1 or 2 mechanics.

I understand this. My point is that it makes zero sense and just requires fiddling around with items to make sure I'm not wasting a bunch of hours.

Best ratio of repair vs time is just to fill it as much as you can whenever you need it, don't really waste the time on 1-3 items unless there completely broken and you need it right away

1 - Coincidence. I would guess that just as there is a 6 hour base duration for repairs items have a minimum repair time as well and you are probably comparing something with a minimum repair time of 2 hours (and naff all actual repair time @ 3%) to something with a
base repair time of 1 hour and another hour to fix the 30%. It's a guess and I will pay a little attention next time I have heaps to compare. I don't think it's like you state as I can do a single item in far less than the minimum 2 hours you claim.
2 - I don't know either. I can only ever assign 2 mechanics at any time but I can assign almost any number of doctors treating injury while in my first play through I could only ever assign 2 doctors. I would guess there is something about the groups composition, skill levels, or some secondary stat that dictates how many you can assign an operation but WTF it could be I have no clue. Something you changed by splitting your group up obviously. Or maybe location matters? I dismissed the idea that you might have tried it with people away on other operations since it looks like you played around testing this enough for that not to be the case. Dunno the answer but it would be good to know.

seems simple and intuitive to me
the limit of 2 people on an operation is something new that didn't exist in Ja2, but I guess they just don't want you to do things tooo fast. If you don't wanna deal with moving half your squad artificially to a new sector just to get extra repairtime in then don't, just use the limit of 2 as the game intends, it really isn't worth the fussing around with splitting inventories and whatnot. If you have two half decent mechanics this should be plenty to repair stuff as you go while other mercs are busy training troops, doing doctoring, resting etc from my experience.
