Yeah got the first one from the loot boxes also I believe. You should find more than enough tiny diamonds, but if you are desperate for some the priest in fleatown also sells them.

You can buy more from the voodoo priest in the other sector. Although he stops selling them at some point related to another quest. You can save/reload when trading in tiny diamonds for a lootbox to get it. Also you can only buy up to 10 loot boxes.

Ended up buying from the priest, after getting the discount, had to buy 10 boxes before I got the drug, seems my medic can treat at the refugee station any way, so at least I have one for the merc
