How to Hire Shadow. Help plz.

Can't hire Shadow. Anyone know why that is so? Game says he will not be joining the Team - "I'm visiting a sick friend." Does this change? Are there any prerequisites to meet?

Is this a BUG or what, looks like I can hire shadow at the beginning of game but i cant afford it, after a while, he said "I'm visiting a sick friend." I'm playing 40 hours for now still can't hire shadow.

Gus Tarballs is always Retired. I've played through once, and restarted 3 times for my second playthrough trying to make sure I used different starting people, and Gus is ALWAYS Retired.

It's random, Red and Viki went M.I.A in my first playthrough like they died in some other mission, and Fidel was always busy when i contacted him.

Try and hire another merc that shadow might be friendly with, i think Reaper might have some connection.

It's not a bug just random differences from one game to the next, simillar to how some mercs will be offline when you start

Yes, that is why there is an achievement to hire him, like maybe there is some puzzle to solve or trick to get him to come out of retirement perhaps

Make a hard save and dismiss your current mercs one by one until he accepts. Then load a save and get rid of the merc he dislikes.

You've got to hire his friends first

I don't think it is because of he dislikes other mercs. I wanted to hire him rather early because he doesn't cost that much for a legendary merc but he didn't want. So I just continued playing (I think I hired Fidel instead) and later he joined without problems and I didn't fire any other merc since then (if anything I hired more - perhaps the team has to have a certain size before he will join?)

Hire Corp. Len Anderson first, then you can hire Gus Tarballs.

Fox did not want to join, caus of Hollywood... than I hired Wolf and she instantly said "Hey yeah sure... of Wolf is with you..."

Yeah this is the most weird part, I can hire his best friend reaper but shadow still not come.

Perhaps it is really Fidel because:
I think I hired him before Shadow wanted to join
They banter when in the same squad (not sure if they like or dislike each other)
His sentence that "he is visiting a sick friend" could be understood as reference to Fidel since he is sick in his head so if you hire Fidel he can join (also I wrote in the problems with Fidel thread that he suddenly stayed after I hired Shadow, so they seem to be connected)
