How to build Flay?
He's kind of an enigma for me... his perks are for melee fighting, but his stats suck for that. Should I just give a sniper rifle and call it a day?

Am confused.

well,... he already has his Winchester... you might just stick with that, or upgrade at some point. With just a little training, he´ll become a great sniper soon.
About the melee stuff i can´t judge, as i never bothered using that option...

Put a scope on his rifle. And a longer barrel.

Agree, his Winchester + mods + some training + SR option.

I would add knifes in second weapon slot.

Melee doesn't require specialization, it can have handy use cases with knifes either to throw either for melee. For his melee trait, it's a defensive one, it's not making him a melee specialist.

He could be less useful than Larry but with some training I felt him overall more efficient.

Yes, agree with the Winchester long barrel/scope/silencer .44AP build, plus Anaconda pistol and sharpened knife. Also, need to train upskill a lot more Agility, before he becomes useful.

He don't have any sneak attack bonus yet, so sneaky knife attack is not so good until you give him a few more additional perks. However, he's got the Make Them Bleed perk which is pretty good for 1vs1 knife attack to the groin area.

The reason why i didn't equip him with the machete, is because with the sharpened knife he can use Brutalise to do 6 knife attacks.

He is a really god shotgun user using knife for throwing or finishing and applying bleed at midrange. He start with low Agility so the Winchester is a good option but this weapon scale better with high longrange AP Users;)

this talen/trait/perk/stats system is marvelous. you better ignore it and see if there is any fun, the game can offer you.

He's the kind of character that sits down to ambush an enemy. He's pretty good in militia defenses when you know the routes the enemies will take. It's hard for him to take on the offensive because of low agility, but anything is possible and overall he's one of the better free ones, especially by virtue of his talent that can be put to use in almost any situation.
train his agility and dex, let him take dex tree with reactive fire

his winchester is usefull all game, put 10x sniper scope

His Winchester with a prism scope, barrel, improvised supp and HP ammo ; Flay stay at the opposite of the main team with a "vision" on the last tree or four enemy ( obviously inspired ) and with only + two +lvl ( untraceable + flanker ).
When the fight start at the opposite front, he killed two marauder from the back and stay hidden. In a good position he doesn't need to move ( keep two smoke just in case ).
He's asking for an AK-74 or a Steyr AUG, and a camo vest.

He is not good with this AK-74, he miss a lot of single shot at full aim.
