You can technically be very successful with duals if you want to. There are easier setups though.

Give Meltdown, Vicki or Tex a call.
You need to give her some skill mags or have someone train her marksmanship up to about 80 or 85. Until then stick with a single weapon.
Its not your fault really, the game is just very bad at giving the player useful feedback on what is going on. You can get a mod that shows what is going on without having a % to hit displayed.
Its on the workshop. It will show a "+" positive or "-" negative for everything that is going on without telling you % chance to hit.

But yeah, you could even think of the skill as percentage, with only 100 skill providing 100% chance to hit before other conditions.
Hitman is horrendously bad. Got too old, it seems. I can't recommend him for anything except militia training if you are in a pinch.

Yeah that works if he has teacher perk, but if that was the case his Fox wouldn't be 75 mrk i think.
By the way i create IMP with 40 aim and train him with Hitman lol
Not sure exactly but it goes up pretty fast, maybe 20 days total from 40 to 90 ? Some guy wrote the formula on an other thread.
I use IMP melee/throwing knives first fights and train whenever i have free time.
After first mine time isn't really an issue anyway.
And if you have multiple low aim mercs like Fox, Mouse, Livewire, even Barry... It's definitely worth it to train them all asap
20 days ? That's friggin' long, and not my current playstyle, by the time Biff's call occurs (38 days or so after start) I've taken half of the map...
