How control C7 Fosse Noire

Hi,

I am running out of ammunition, and I have managed to take quadrant C7, there is a workshop, where I think ammunition can be made... but for some reason I do NOT have control...

What do I have to do to gain control of that Mine?

Is that the one the Communists control? I did it by getting Chimurenga so happy with me that he retired and made me the new leader of the revolution. I am not sure what the exact triggers are but I got him to agree to put pictures of the madams girls into his manifesto and showed it to a few NPCs. I also got very high loyalty in Pantagruel (maybe even 100%).

I did not need to give him the Green Diamond, although I've heard that can help. That thing belongs in Emma's museum.

When you reached 100% loyalty in pantagruel he will leave it to you, but it's matter of your choice whether he go to maman or not

100% loyalty in Pantagruel...how? doing missions in Pantagruel?

You can also battle it out. When you try to enter the underground level, you will trigger the fight. As you can freely move around at the place before, position your mercs well and be ready for a really tough fight (15+ enemies).
It will be easier if you trigger the defenders while they are stil fighting the legion. Use "Free Aiming" to kill some of them relatively easy before they turn hostile.
I came to the mine first and only afterwards to the town with the Communist's HQ. Of course these are also your enemies from the start. if you killed their comrades at the mine before. I let the leader go, which returned a few days later whith about 10 of his men an tried to take the HQ sector back. Well, this was the end of the Communist Rebellion.

Spread the flyer to interactible NPC, repeling legion forces around pantagruel, liberating diamond red, killing slaver graff, killing abuser for maman, etc

Get friends with the communists. This is fairly easy to do.
