Sadly I haven't found a way [yet?]. The last thing I can think of is to not help them - the game has a thing about those choice & consequences e.g. not helping the shaman might result in not getting that nice armor - but somehow might make him survive? Just a guess though. Same prinicple I'd try for Pepe - not decoding the TV transmission might him do ... other things & thus survive...
But it could also very well be that some have to perish. The events in that sector are a crucial part of the story after all...
Maybe there are different situations how to receive Corazon's call which lead to different options at the camp. In my game she called after I took the thrid mine. She told me that the president had been set free or something and that my services were no longer required, but the Major interfered and then she called for the meeting at the camp.
when you place a squad at the camp and trigger the event by heading towards the major...
your squad at refugee camp will get attacked by an army squad. Defend this and neither Pepe, nor Shaman will die... one will be chilling on his mountain, the other enjoy adult art ^^
...this way you can´t talk to facheux, cause he never shows up and instead is hiding in his own camp southeast
I have thought do the trick with a island town, but it's more minor, I think I didn't expected this for camp so trashed the idea promptly. :-)
EDIT:
For the fort I see the game cheating deliberatly or not, you can't put a squad in undeground, so with a squad in the fort, they's sneak into the underground without you noticing. :-)
what exactly do you mean by "heading towards the major"? as when I enter C14 I just get Corazon's call, as like for having four mines and Refugee Camp is destroyed, even if I have a Squad there. So, did you come near the mayor from south and took the boat to D17?
As the Facheaux taunt, me playing army, kinda got me the first time.
If you manage to reach B20 without already having caused a world flip by
* not controlling 4 mines (and you have to conquer the one in D18, as you have to pass through)
* not having saved Biff
* and neither of the other triggers
* you get the message Biff got killed
* an army attack Squad spawns immediatly at the refugee camp. If you have a squad of your own you can fight them back and they do not have artillery support
* the world flip is initiated
* Facheaux's connections are good enough to just make up the massacre at the refugee camp. Even the shaman thinks that he died, as he longer offers his services.
So it feels/looks all the same. I think I go with "the spawend army squad is not scouting to make sure it's safe to bomb the camp, but a hunting party looking for survivers. Facheaux lacks the personal satisfaction to say to your face, that he played you, but you were at the refugee camp while bombing, that must be enough 'evidence'.
Perhaps it plays out differntlixh later, but I think I am done with experiments for now.
I don't know the best way to do most of the things in this game but I don't think I had 4 mines at that time?
