I mean, yes, that's it, because high explosives are not used out on streets unless there's a war.
TNT might look like dynamite but it ain't. Walking through a fire could probably cause a cook-off in any unsealed magazines, but military grade explosives would likely just melt and degrade "safely" (still toxic) instead of blowing up.
You'd probably need to be very unlucky and be directly on the way of an exploding HEAT jet from the RPG-7 in order to trigger an uncontrolled chain reaction. Most other explosives used by enemies are just fragmentation bombs and such. Not sure about the land mines. I guess they are blast mines, and I have no idea how easily those could trigger a chain reaction. Still, in any case, the person's life would be forfeit by the original blast, not by a chain reaction or cook-off of anything on their person.
There's probably an opportunity to mod such feature to the game, but there's so many reasons against including it, and not much for, other than enjoying explosions.
An expert on explosives probably isn't all that good at making things fun to play.
And as to the question how professional game designers would decide on the issue, let's just say I don't know many game's that make explosives in the players inventory prone to respond to explosions by exploding themselves...
A single Grenade deleting half your squad because your backpack C4 cooked of? Not fun.
