It's more clear for the combat against the champion if you accepted use the combat to kill him.
No, but controlling 12 city sectors or 70 total sectors is amongst the actual triggers so you can get the event while questing around

You can still proceed as you see fit, but I'm not sure what things will change if you rescue the President without having obliged Corazon's request to visit the camp.
But I still suggest just going along with the game. Train militia, and pick a key spot (or 2) to defend. Then reclaim any lost ports and mines, after that take as long as you need to re-take your sectors with the much better gear you'll have from the army.
the main plot promotion trigger is that you being framed war criminals… if you manage to save refugees, then the next day the streets of Grand Chien would be filled with live eye witnesses… once a conspiracy of such magnitude gone public, it will then be called by the press for the best ‘a wretched political scandal’ or worse ‘a flagrant anti human crime’… by the book of the international law, the next troops that show up in these scums face would be of UN peacekeeping forces… that’d surely be the end of the game right away…LOL
