I am only saying that looking at ammo consumption might not be an actual indicator of it's use and that the results using it or not can very wildly.
I think your results are possibly (Just possibly because you may have found a bug) just the RNG and your confirmation bias kicking in.
Well, in the Ernie Village I gave them a MG that is at 60% condition, and with no ammo. Yet I was able to fire it non-stop in the conflict. I think it's a meta thing, they kind of assume the village/town will keep the weapons supplied with ammunitions.
Well, militia doesn't use stash (neither does enemies).
All three militia types (rookie, veteran, elite) are just an NPC template. They all have the same inventory. If you set drop chances to 100% on everything, you'll see that they're armed with just a FA MAS and some ammo. That's it.
