I found several sharpened machetes in or around the Twin Manors @ L 18.
Also be aware that there could be a bug if you are wielding a sharpened machete when you claim the Composite Machete from the Tinker in Ille Morat. It is possible my sharpened one went blunt just before this. As far as I am aware I had no other machete on my team and it requires one as payment but it did not take the machete, the wielded machete stayed but went blunt.
Coincidence and just bad timing or a bug? Not sure.
Reality aside, it's a real kick in the crotch to anyone doing a melee build, since you can't have blades be both sharpened and weighted at the same time, there are only 4 tradeable melee weapons in the game with 2 being unique quest rewards, sharpening stones and balancing weights are some of the rarest drops, and guns never have to bother with their mods breaking down or needing new batteries on all their fancy laser pointers.
The plates explicitly say that they are meant to do that and have a counter for it, while the machete sharpening doesn't make it wholly clear if it's intentional or not.
