It's is however relatively safe to assume, looking at some of the screenshots that there will be a sector management, a staple of Jagged alliance in which you conquer sectors, defend them by training militia and earn your upkeep by liberating resources.
It had more flavor of management though not base building but this might still soothe your itch.
The 1.13 "offical" mod added limited construction in the form of sandbag walls, last I saw.

Usually, major towns or landmarks in a sector become your "bases". Managing inventory is part of the global strategy, with dedicated mule teams and delivery systems to bring in new gear, sell old stuff, and repair things you want to keep. And militia training to hold all those sectors you want to keep.
There is no base building, but you conquer important sectors with villages on the map and then you can train militia there, the enemy will try to take them back.
The mercs have their backpack and besides that you can store items in every sector, i don´t know if there is more than that.
