They put it on discount, because 30 is a much better price for something that's not a super mainstream release (in fact, most releases can't really justify 40 or 50 price point, the only releases that are priced at 50 from the get go are something like Forza or COD).
If the game came out with a 25 price point like Boltgun, would you complain about it then? It'd be even lower than JA3 is now. But they set it at that price point from the get go. So where's the difference to you.
Well good luck missing out on a easy discount, I'll go buy some nice food from a restaurant with that money on release day, make a toast to you haha.
It has been this way for ages now and it has nothing to do with the quality of the game.
they are doing it to make people preorder and at the same time "reward" them for doing so.
After the release the price will be changed to the regular price again.
So if you want a good game at a lower price you shouldn't wait.
You can also check the dev logs, watch youtube videos of the gameplay and inform yourself before you buy it.
There is enough marketing and hyping done (I suspect some false accounts too) but the more the game is reaching it's final shape the more it becomes clear many classic features from JA are simply left out.
Wouldn't pay 20 bucks from some badly written game with a bad art style. Only the name that is stamped on it says it's a JA game.
If I were you, just wait a little. It'll be on sale soon enough.

As some arguing already pinpointed, the game sells boxes too and the price was also made for boxes, and Paradox isn't a tiny publisher and didn't want break the industry implicit law of same prices for boxes and digitals.
So they "invented" this poor man trick to make a better tuned evaluation of digital price independently to box price. But if it works fine enough it could make an emulation for games for which the amount of boxes sold is estimated quite low.
