How do I get sandbox mode?

The mobile version has it, I just want to be able to do what I want

When creating a new city, you have the option to select Easy, Middle, Hard, or Sandbox mode. Uber mode is only available in Sandbox mode and can be obtained for free by clicking on the medal within the city.

If the map is already created and you are offline, and the mode is not set to Sandbox, you can change it. However, in Online mode, you cannot change the game mode after created the city.

Literally, it is the same as in the mobile version.
