What the heck is the DSA?

I've only started playing, but I'm curious what this is. What does the initialism stand for? Basic on the references in "agency" and other tabs they seem to be some sort of powerful organization armed with bioweapons and nukes, what are they up do? And what happens once you get to a high enough level to build their buildings?
