There's a bug in weighted/overweight calculations visible in screenshots.
Bulk is influenced as well.
That's all.
As for Armor Training, it is not influenced by items, as can be read in the description in the screenshot itself.
I am reporting bulk as well, David.
Only difference between these two screenshots below is belt on / off.
BUT...
The text of equation in bulk description is different and misleading - suggesting there is impact of belt.

Once Character screen is left, it will adjust to correct state.
Icon changes the color to green as if influenced by some equipment, but the value remains the same (33%).
I have 460 hrs of game play, and am thinking about some other staff as I play along.
